How to configure new iPhone without losing all photos??

I'm trying to update my iphone 5S to iOS8 and configure it as a new iphone to make a clean install (free of apps). The problem is that when I set up my iCloud account all my photos doesn't download on iOS8.
How can I make a clean update with all my photos, contacts, etc... but without the apps??

You'll have to pull all you photos off the phone and onto your computer (not just back them up in iTunes) and then copy them back. Since you're setting it up as new phone, its going to skip the restore backup process.

Doing that... I can't put them on the camera roll... and they'll loose the date and localization...
