Is there an app out there that will take 2 video files and connect them to make 1 file?

I'm trying not to have to convert everything (like if I were to do this in iMovie).

Does iMovie always transcode?

iMovie will do it.

There seems to be a difference of opinion, the person who posted the question seems to think iMovie will transcode, while this reply suggests it will do it without transcoding.

I can't say as I don't use iMovie.

What I should add is that ffmpeg will generally do it without transcoding, as long as it has the right codec to support the source streams and as long as they are both the same type. It will also cross-fade the join for you as long as you get the syntax right (which is not as easy as it sounds).

Well, yes, iMovie will transcode. but only to the format(Apple Intermediate Codec) that it uses. It would help if the OP stated what format his videos were.
