how to control external drive spin

i have a 250GB Iomega black connected to a mid-09 MacbookPro running the latest update of 10.5. The external drive spins up to max speed uninterruptably even though I'm not accessing files on it. It's plugged in to my USB port and sounds like it's about to take off. Any ideas on how I can force it to spin down (or park the head)?
