How to control fan speed on Mac Mini within XP

I have a mac mini at work with nothing but XP on it right now and it all works but I dont believe the fan speed ever kicks up to a higher speed, therefore when anything CPU intensive is done, the CPU temps get up to about 62C according to speedfan and then the screen goes black and freezes or it just reboots. Thinking its a heat issue.

Any way to control the fan speed with some tool from XP? Speedfan doesnt seem to do it.
