I have two external hard drives and I have one used as a time machine backup. I want to use the other external hard drive to copy the same time machine backups so I would essentially have two exact copies. Problem is that when I try to drag and drop copy the time machine backup to the second external hard drive it won't allow it. Any ideas how this can be done? Thanks in advance for everyone's help.

Use Carbon Copy Cloner. Because of the way that the files are hard-linked, the Finder has issues copying, but CCC works just fine.
