I am passing my iphone to my brother. I logged out from itunes and icloud accounts from the phone and then tried to create a new icloud account for him. However, it gives a message that this iphone is not eligible to create new icloud account. Do I need to restore it in order to create a new icloud account?
I did some searching and found out that with every iphone you can create 3 icloud accounts. I am the original owner and had created only 1 account for myself. I would like him to be able to use icloud sync and find my phone features. So, how to get it to work?

1- Login to your Apple ID via the browser: https://appleid.apple.com/

2- Change your password

3- On your phone, go to Settings > iCloud, then at the bottom, hit log out

4- you will be asked to enter your password, enter the new password, then continue to log out, when it asks to delete the data, delete it (make sure you have backed up your data first, for me, I had no data to keep , I just exported my contacts via the iCloud website as VCF so I can import the contacts later into my new iCloud account)

5- Now that the phone has no iCloud account linked, you can create a new account and login with it
 
It's 3GS running ios6 running ios 6.1.6.
I logged out and deleted my icloud account from the phone. Then trying to create a new icloud id.
