How to delete photos from iCloud?

I'm receiving a warning popup that my iCloud space is full. I have 4.8GB of photos and videos in the cloud. I have deleted it from my iPhone and deleted it in the delete section but my iCloud space weren't freed.

How can I delete photos and videos from the iCloud?

Deleting a photo from the doesn't delete the photo from the device?

To delete a photo it must be deleted THRE TIMES !!!

1. Delete it from the device
2. Goto "Delete photos" and delete it again
3. Go to icloud.com and delete the photo a third time

THAT'S STUPID APPLE
