1. On your iPhone, go into the phone application, and "call" *639#.
2. You will receive a text from AT&T. It will say something along the lines of "A full discount on a standard handset or iPhone upgrade is not available at this time, but you may qualify on X/Y/Z. "
3. if X= 7, 8, or 9, you are eligible for the 199/299 pricing. If it is not, you pay the higher upgrade price.
Not too hard to understand.
