I would like to connect my macbook pro to my UBC C enabled monitor but only use its POWER and DATA without having to deal with new monitor setup. Is there any way i can turn OFF the VIDEO OUTPUT of my usb c and maintain only POWER CHARGING?

Sounds like you are only interested in the USB hub functionality of the monitor? Just buy a USB hub. They are like $25 or less. Unless I'm making too grand an assumption of what you are trying to achieve.
 
It's not clear whether you want just power, or power and data. Many USB-C cables that support 100W only support USB 2.0 data which should exclude DP Alt Mode. You can also find USB cables for "charging only", you'd have to look for a USB-C product that can deliver enough power to a MacBook Pro. If you have an Apple Silicon Mac then 65W is enough for any MBP unless you need to fast charge or have a Pro or Max chip and run sustained high loads.

Where I work, I have to use a docking station that includes power, network and monitor. I connect it via usb-c cable of the docking station and it also enables the monitor. I would like to keep everything but simply be able to disable the second monitor in macOS Sequoia without changing the usb-c cable of the docking station.
 
You could set up the external display as a mirror of the internal display. That way you would still only have one screen. Then, select a different input on the display so it doesn't show you MacBook.

This is your best bet - or physically disconnect the display from the dock.

Unfortunately I can't disconnect the display from the dock because it's a monitor with a built-in dock. I'll try to use a USB C 2.0 cable that should only support charging. Thank you all
