Does anyone know how to download the speech models for other languages in order to have offline dication work?

It's supposed to work for these languages:

On-device dictation

On-device dictation is now available in more regions and languages, including Arabic (Saudi Arabia), Cantonese (Hong Kong), English (Australia, Canada, India, Singapore, UK, U.S.), French (France), German (Germany), Italian (Italy), Japanese (Japan), Korean (Korea), Mandarin Chinese (China mainland, Taiwan), Russian (Russia), Spanish (Mexico, Spain, U.S.), Turkish (Turkey), and Yue Chinese (China mainland).19

According to Apple's footnote 19: "Available on iPhone with A12 Bionic and later. Requires download of speech models."

But nowhere can I find out exactly *how* to download these models. It doesn't appear to happen automatically; when I put my phone in Airplane mode and dictate text only English works; when I switch to Chinese, it only works if I have internet access like before.

Has anyone figured how to download the speech models for other languages?
