how to download an app from safari

If you have safari downloader installed on your jailbroken phone you should be able to download a deb file from the internet. Then, either install it by using the command in iFile, or put it in the installer folder via SSH and reboot.
I'm not sure how you don't have Cydia on your jailbroken phone but, yes that's where ifile is.
I would recommend you check out openssh, also in cydia, google or check out this site. A little research goes along way.
I'm assuming that Cydia isn't the only jailbreak?
Are you sure it is jailbroken, and not just unlocked?
jailbroken = able to install apps not from the App Store
unlocked = able to go on another carrier
I'd suggest telling us how your phone is "jailbroken" and/or go to support forums for your jailbreak solution for advice.
Don't they have some sort of instructions wherever you want to download this app from?
my friend's friend did it so i don't know if he jailbreak it and then deleted it
or is it just unlocked but it seems that it is unlocked because the carrier is t-mobil and it does not have cydia
now if it is unlocked and not jailbreak then can i update the iphone and there will be no problem

I'd start by talking your friend!
find out what he did. you need safari downloader too dl either cydia or Rock app is the easiest way. based on your experience level I really start by asking your friend to help you! also when asking questions it might take somebody more then 20 minutes to reply! give a post time. I am referring to post 1&2

look for a friend to help you! somebody to show you the ropes or start doing allot of research and reading just look up jailbreak on youtube start watching video's search jailbreak, iphone safari download etc the more you research and understand jailbreaking and unlocking the better off you will be. there are people her that are glad to help, but you have allot to learn. not trying to insult you just that jailbreaking isn't for everybody!

I'm not being an ass, but do you understand how a jailbroken iPhone handles apps and installations?
Yes it is possible to do all of this on a JB phone, but you have to know what you are doing. The app you are downloading has to be packaged a certain way.
It doesn't sound like you understand much of this... which app are you trying to download? Pardon me for assuming this, but are you trying to download pirated apps? If so it can't be discussed here and you don't know enough about doing it manually to try. Its better for you to just pay the reasonable price and buy the apps.
That, or you need to do a lot of researching how to do all of this.

Since Cydia is essentially the heart of a jailbroken phone, wouldn't it make more sense just to install Cydia ?
Redsnow will install Cydia correctly as long as it was not previously installed before.
