I understand iWork for iPhone is supposed to be free for purchasers of new iPhones, and that when you create your new phone profile, you are prompted to download. If I am looking to import my iPhone 4S setup by restoring my backup into my new iPhone 5S, how do I get iWork? Should I first create a new profile with the 5S to download iWork with my Apple ID, and then restore from backup?

I would like to know an answer to this as well. When I activated my 5s, I didn't see anything about the iWork apps.
Much simpler.
Restore your backup as usual.
Go to the app store in the phone, search for iwork, see the apps listed as Free, download them. Repeat for ilife.
Some folks were seeing them show as $9.99 if they searched just for the apps by name, so try the category search first.
