How to edit plist files on windows?

What editor can I use to edit plist files on windows? I'm trying to change the vibrate settings on my 2.1 3g phone. When it was on 2.0.2 fw the plist file showed as regular text in my text editor but now it shows as random characters/symbols.

You need to convert it from apple proprietary plist to xml using something like this http://140.124.181.188/~khchung/cgi-bin/plutil.cgi. Then install something like notepad++ to view and edit the files.

Yep, haven't found a plist yet that had to be converted back, either. Everything seems to accept both the binary and plain text xml versions.
