How to enable hotspot on Verizon 3rd gen iPad

Ive had my Verizon LTE account set up for three weeks. Was traveling this weekend and my husband forgot his Mifi card and wanted to hop on my pad's wifi but I couldn't figure out how to enable? No hotspot selector included under Cellular Data in Settings.

Went there and "Personal Hotspot" has the little spinning circle next to it instead of on/off. The circle spins endlessly.

Is there something else I need to do aside from paying for and setting up my Verizon account?

Call Verizon and pay even more.
