I saw it on you tube(photo attached). How do I make my mouse enlarge the part of the screen it points to.

That is part of ScreenFlow, a screen recording software with some editing features.
You could zoom into the display via CTRL+Scrolling.
Or you could enlarge the cursor via System Preferences > Universal Access >> Mouse & Trackpad >>> For difficulties seeing the cursor.

Thanks! But is there a way to use only the feature I'm looking for, without the entire software?
 
That's an editing function on a screen recording software. The closest you could is system zoom. It's in accessibility somewhere...
 
The Developer Tools (sometimes mistakenly referred to as XCode which is just part of the Developer Tools) contains a tool called Pixie. This displays a window that has a magnified image of whatever is under the cursor.
