Hey. So in iCloud there are toggles for the apps and their data. If I toggle off the data of an app does that mean the app won’t transfer to the new iPhone? Or just the data of that app? Ie passwords and settings of the app

not sure if I want to do a clean install and maybe not have apps come over with data.

When you’re setting up a new iOS device you have the choice to either setup from an iCloud backup or to bring the old and new devices close together and transfer all data directly wirelessly.

If an app's iCloud settings are set to iCloud, the app will save the data to iCloud and not locally on the device.

If an app isn't set to use iCloud, all it's data gets stored inside the app and none on iCloud.

If you want a new device to be able to use an app's data, the data will either have to be in iCloud or you'll have to restore the entire device from a backup that contained the data.
You won't be able to pick & choose what data you get from a backup. It's everything from the backup or nothing.

What’s better. Start clean or do iCloud backup.
I always hear different stories

I had always set up a new phone from an iCloud backup and never had a single issue.

My last phone I thought I'd set up from a clean install and holy crap it takes absolutely forever. Like 3 days of fiddling to get everything back to where it was. I'll NEVER do that again.

But as a nuclear option, apple techs will recommend a clean install to customers that have wonky iPhones, so there is some merit to it.

iCloud backup. If it's wonky after restore (or the previous device was wonky to begin with), then start clean.

It is always BETTER to start clean.

It is NOT EASIER to start clean.

Going the easy way does not automatically mean you will have problems. I'm still on the original profile with my 11PM that I had with my iPhone 3GS in late 2011. Going the better way means you have to set up everything all over again.

But you asked what was better - not what was easier or more convenient.

Well said. Lol, mine's from the OG iPhone from 2007. :p

With iCloud syncing for Messages, I don't really need to do the backup/restore thing anymore but like you said, it's easier to just do a restore.

P.S.
I did set up my M1 iPP as new instead of restoring from my old iPad's backup. The older iPad had super high standby battery drain which I couldn't fix no matter how I tinkered with the settings (Siri off, Background App Refresh off, etc).

I just wish there was a way to have apps come over without data.
Otherwise I always transfer over my messages and contacts and all the standard iCloud stuff.

I always did clean but I just don’t want to go through setting up the settings how I like again.

You could always try disabling the app from iCloud backup. Caveat, I don't know if this will prevent the app from installing as well.

Yup. That’s what I’m wondering. If I toggle off all the apps from iCloud will settings come over and images. Messages etc. but apps and their data wouldn’t.
