I know this is a silly question: How do I get the Safari browser to expanded to the size of the whole lap top window. I'm unable to get it to do so, is this a standard software configuration or can the size be changed by using the menu bar, view?

I've done it by holding down "shift" and hitting the green button (hold it down and click the button and it goes larger and larger -- or just dragging it to the size I wanted.
 
Press cmd + option d to hide the dock then drag the safari window by clicking and dragging out from the bottom right hand corner to fill the screen
 
I always have the dock on auto hide. Then I drag Safari to full screen via the bottom right corner. Then it just reopens that size every time from then on.
