I have an Ipad 2 and a smartphone with camera for video calls. I want to videocall from Ipad2 to smartphone. Can Skype do it? Facetime? Another app? Details below:

Ipad 2 is wi-fi only
smartphone is 3G and wi-fi, running an exclusive OS (not Android or iOS)

In case anyone is interested, the phone is GT S5620
 
Skype is your only option. FT won't work on none Apple devices.

Does the phone has to run Skype too, or can it receive a call normally from an ipad running skype? Can it be a video call or just phone call?

They have to have Skype too. You will need to video call their Skype ID from within the app, not their phone number.
 
It's a Skype-to-Skype call. The nice thing about Skype is that it is hardware agnostic. You can call a Skype account from your phone and the other person can answer on their computer, iPad, phone, whatever device they have where Skype is installed. The bad thing is they have to have Skype installed.

Oh, and Skype works very well on 3G. I use it with my husband when he's overseas and I'm out of town with no wifi access. And you can use audio only to cut down on data consumption.

Odd question, but wasn't FaceTime supposed to be an open protocol? I mean, you are totally right, no other phones use it (or if they do, I haven't heard of them) but does anyone know why?
 
Your phone does not support Skype.

Skype is supported on iOS, Android and Symbian, yet your phone runs it's very own OS that i was unable to even find out a name for.
 
Skype on the New iPad

I've had an issue with Skype on the new iPad. I click on the Skype app and it responds by going dark for a few milliseconds and then almost resets back to the home screen.

Why does this happen? How do I get Skype to react positively when I click? This worked just fine on iPad 1.
