How to find a programmer?

The company I do graphic design for (in Philadelphia, PA) needs to find a freelance programmer, who can program things for online applications as well as mobile devices.

I have a person I've worked with in the past, who I'm not happy with for a few reasons. I need to find a replacement. The problem is - I have no idea where to find freelancers these skill sets.

Any suggestions would be appreciated.

I would check on Craiglists website. Based on the location of the company you work for you can browse services offered by people (look specifically at Computer Services) and even post a description of the job you're offering (in this case you're probably going to look for Internet engineering jobs' section).

There are definitely other websites you may want to check, but Craiglists' is probably the best.
