How to find/buy a NEW iPhone 4S

Title says it all. I've had no luck on eBay. I'm motivated by looking for an iPhone with an iOS earlier than 7

Why no luck on eBay? I just checked and there are many still sealed, brand new. Some sellers have multiples. The trick is to look for a sealed box that shows the older iOS. That will have the pre-iOS7 installed. Other 4S's will show the iOS7 iOS on the box- skip those.
