Stop giving out bad info you know who you are, this may or may not be caused by redsn0w but stop telling people to go back to tethered. Tethered sucks.
If the repo is empty remove it and install using the starting page of Cydia. Doesn't work? Try again in a few min to an hour.
Redsn0w worked on my phone just fine. My wife's phone ran into the blank repo nonsense. This is not caused by repo being over trafficked but if it is try removing and readding to force it to refresh.
