I bought a physical copy of a concert documentary that came with a download link for a 4K version of the concert film. The download was from the music label, not iTunes/Apple music. I downloaded the film and was was able to add the movie to the Apple TV app on my MBP. The movie shows up and plays on my iPhone (I don't plug the iPhone into the MBP so it got there through the cloud) but the movie does not show up on my 4K Apple TV in my living room and it does not show up on my Samsung TV in my bedroom that has the Apple TV app installed. Its a 2021 model TV. Since the movie shows up in the Apple TV app on my iPhone, I would think it would also show up on the 4K Apple TV and the Apple TV app on my TV. Shoud it not? Anything I can do to force it to show up in the other places? Also, the documentary is available for purchase on Apple TV.

You may have to use the My Computer app (is that what it’s called, the orange icon?) on the AppleTV to get it to stream, although it would be streaming from the MBP.
 
Even with Homesharing - you need to make sure the HD Video tag is set to 1080p.
For reasons unknown to me, tvOS will not list any video with the tag set to 4K.
It will still play as 4K, it is just the matter of them being hidden with correct HD Video tag.

Where is this screen shot taken from? I want to investigate this.
 
Make sure the movie is in the correct format for your Apple TV. Make sure it didn't get sent to the 'Home Video' section under "My Computer." A lot of times if the file hasn't been properly categorized, it will end up there.

So the movie IS showing up on the Apple TV 4K under "My Computer" and it will play when I have my laptop open. So its just streaming it from my laptop. But I want it to show up under Movies in my Library just like any other movie I've purchased. The movie does not show up in the Apple TV app on my Samsung TV. Any thoughts on what I can do to get it to locate itself with all my other purchased movies?

Highlight the Metadata line first.
If missing, you need to add HD Video tag and then set its value.
Ok, I was able to add the HD Video tag and I set it to 1080p. However, it still isn't showing up in my Library under Movies on the Apple TV 4K or the Apple TV app on the Samsung TV. Its only showing up under My Computer not the Apple TV 4K.
 
I'm not sure how you are getting this to play on your iPhone, but the TV App>Library tab, as well as the Movies App itself on the ATV4K, will only list purchased content. Downloaded content that you have imported into the TV app on your computer will show up only on your computer. You will have to play those titles with the Computers app via Home Sharing on the ATV4K.

I see the path is from iTunes. I just happened to have moved a bunch of movies from my iTunes folder to Apple TV movie folder. The difference was I could already see the movies in "Computer" tab but anyway.
Try opening Apple TV app, open finder, find the movie and drag it to the movies sidebar of the TV app, wait a few seconds, find the movie in the app, click on the three dots and get info, under the file tab the path should show /Movies/TV/Movies/name of movie
and should show up on the Apple TV.

Thank you. It looks like the movies only show up on the phone when I have my laptop on and open. Otherwise they are not available. So they aren't coming from the cloud; its just family sharing.

Yes, because with the movies there is no feature like "iTunes Match" available.
And it will not upload your local library to Apple's servers either (like with music).
If you were to ask me, why does Apple not integrate local and cloud libraries under same app - I have no idea.

going thru other forums looking for something else I came across this and thought maybe it has some relevance to you?

"The digital version is no where near the quality of UHD disc and it is copy protected which means you can only watch using the app that you redeemed the code. No way to copy to your local servers."

I use iFlicks(I don't subscribe) to covert movies to Apple TV.
