Xcode, mail, dictionary,... are all using scope bars. It's the bar right below the toolbar. In Xcode, these scope bars are used in other places as well.

I have but a simple question: how do I add these? The HI guidelines don't mention this, and I can't find any other reference in the docs. Is this another great, but private, API from Apple?

Pretty sure they all implement it custom. You could check with something like FScript Anywhere though.
