How to get Clearance for Licensed Music in Youtube Vids???

can any of u tell me how this guy

got clearance for the music in his video? hes just a newbie filmmaker and im pretty sure he doesnt have the resources to "buy" the rights to a kathy perry song like that.

are there some loopholes ? i notice that youtube only removes audio from certain videos but then leaves others up why is that??

Ask him.

I did find that song all over YouTube so someone's not too worried about where it ends up. YouTube has "arrangements" with some music publishers, so perhaps that's the secret.
