Not sure how/why you would access it via the "Go To" menu...

You can add it to the Finder sidebar via Finder > Preferences... > Sidebar and checking the checkbox.

Yes, I have version of OS Sierra here.

When you go to Finder > Go to >

iCloud drive is no where to be found?

In the Finder, there is no "Go to" menu. Look in the Go menu, just below Network. If you don't have it, it could be because you don't have iCloud drive turned on. I'm on High Sierra, and it might be new to this version of macOS.
