I moved iTunes to a another computer and reformatted the hard drive that had iTunes (with Windows) on it. I forgot to backup the downloaded apps (I did save my Music iTunes data file). Is there a way to get iTunes to redownload the apps that I bought/downloaded on the other computer?

If they are still on the iPod touch/iPhone when you connect the mobile device to the other computer, you should be offered a chance to Transfer Purchases. If it does not automatically appear, go to the Store menu, authorize the other computer, then go to the File menu and select "Transfer Purchases from iPod (or iPhone). You can probably also re-download the apps for free from the App Store assuming you remember their names.
