How to remove the Others account?
 
Run this in the Terminal:

sudo defaults write /Library/Preferences/com.apple.loginwindow SHOWOTHERUSERS_MANAGED -bool FALSE

I'm not sure when it started appearing.

sidenote: does google chrome keep logging people out of this forum?

The Other account is enabled when you enable the root user or an account network.
 
My thought is on laptops, that having the other account enabled allows for Safari only. So if your laptop is stolen and you have Find my iPhone activated, you may catch a thief.

Or does it limit the Other Account were they would not be able to setup a Wifi connection anyways for restriction and making my first statement irrelevant?

Other... isn't an account. It lets you log into other accounts not listed in the login window, like the root account. You're thinking of the Guest account.
