How to get the reading list saved permanently?

If I see an article I like, how do I get it saved permantly on iCloud?

I realized when I saved it, it is saved to my computer only, when I use my iPad to read it, the article need to be redownloaded from the Internet, if there is any changes, the article will not be the same.

So how to get it saved permanently on my iCloud, so my other Apple devices can get it too?
