going to AT&T in the AM, but there is 'one phone for each person in line" rule and I want to get wifey her phone also.

Who is in a similar situation? And how are you going to get that second phone?

I would call the store manager and verify this.

Thats exactly what I did. I'm upgrading my line as well as my wife's line and the manager said "OK" so I got her name and told her I will look for her tomorrow if I have any issues.

I have been told that it is 1 per person in line. If your wife can't go (like mine can't), then you need to find a stand in wife (my brother's friend is being my stand in person). The person doesn't have to say a word, just has to be there. 1 per person in line is the key word, not 1 per person in line who is on your account.
