I had to look up what an Urdu keyboard was, but it seems as though it is not an option under the keyboard preferences. You may want to search on Google to see if maybe it's something that could be added via jailbreak.

Urdu Keyboard

I'm the developer of Urdu keyboard

for iOS 6 and later

Jailbreak required

follow the instruction

Open Cydia
Go to:- Mange
Select:- Sources
Click Edit on the top right corner
Now "Add" button will appear on top left corner
Select add
Now type this source:- cydia.myrepospace.com/fadidevil

After Adding this source,
Open the Source and install "Urdu Keyboard"
then restart your device

Then Go to setting->General->Keyboard->Keyboards-> Add New Keyboard
Now Select Arabic keyboard and enjoy urdu
