some new apps require v 3.1.3, I have 3.1.2, how do I get it without upgrading to v 4?
 
You only hear about issues, you don't hear about problem-free upgrades.

Just go for it.
 
Here's my problem free upgrade story. I upgraded to clean iOS 4.0 and never had a problem (on a iPT 3G). Then i JBed with jailbreakme.com, still no problems. Clean 4.0 installs seem to be OK. I've heard that 4.01, 4.02, 4.1 are not so good-- it's best to be on 4.0. Thats my 2 cents.

Where have you heard that 4.0.1, 4.0.2, and 4.1 were bad? In fact 4.1 fixes the slow problem that the iPhone 3G and the iPod touch G2 had.

Just upgrade to 4.1 if you don't care about the jailbreak.
 
iOS4.1 has issues when plugging into a USB port such as the Pioneer 1120 AV receiver. Many other devices are reported to having similar issues as well.

The sound is not clear like it used to be. Many reports of crackling, pops and static. Audio quality really was degraded.

And it happened immediately after the 4.1 update.

Poo. I wish I could go back to 4.0.2 - no problems.
