How to have all applications back in place like they were after restarting?

Every time I shut down my Mac, everything is gone. Can I have everything that I had open be back open in the same place? and possibly safari with the same tabs I had open?

When I restart, I get asked if I want the same windows open - it works a treat. What OS you running?

You could also just use the SLEEP feature of your Mac.

I do remember seeing that window at one point but I don't get it anymore on Mavericks. Is there a setting somewhere where it was disabled?
