This should be pretty easy but I sometimes can't highlight multiple rows of photos to delete in Finder. I highlight one then arrow across the row. But when I use the up or down arrow, it only highlights a column instead of the full rows up or down. I went to check again as I'm typing this. I can go into Pictures and highlight multiple rows. But if I go into a folder, it will only highlight a column up or down. What am I missing?

Not sure. If I’m viewing some files (of whatever type) in icon view, it works. E.g. if you’re window can fit 3 files per row, then Shift-arrow x2 selects all three, then Shift-down selects all three in the next row.
That only works depending on how I do it. For example, I just tried to delete a bunch of photos on an SD card. I hit shift, arrow right then arrow up. That highlighted the row across and then the column up on the right. It should highlight all of the rows that I select going up. But... there is a website that I use to upload photos. I went into that, pulled up the SD card as the source, Shift then arrow to the right then arrow up to the top. That highlighted all of the rows I wanted to move to trash.
This is what I get in finder. I highlight one pic then arrow right or left while holding the shift key. I then use the up or down arrow to try to highlight multiple rows but it only highlights the columns. No problem highlighting multiple rows if I do it while selecting them on a website that I use to upload.
