I have tried to import my spouse's family video on dvd to Imovie for editing purposes. Can this be done?

Here are a few ways:
- Handbrake (as mentioned above), which requires vlc (both free). These are useful applications in their own right, so nice to have installed. Use these to generate a Quicktime movie, and this can be imported into imovie.
- Apple's MPEG2 component ($20) enables you to use MPEG2 (that is, DVDs) with Quicktime, and therefore imovie. http://store.apple.com/us/product/D2187Z/A. Note that this works with the older Quicktime Player v7 only, not the new Quicktime X. You probably already have both, and can download the older version from Apple if needed.
- Other programs, such as MPEG Streamclip, can also help.
