1. is it safe if I deleted all files inside of my "Downloads" folder?

1) Yeah you should be fine if you are done with those items.

2) Candybar offers that option if I recall, it's shareware though.

If you want to change the actual dock go to this sitehttp://leoparddocks.com/Browse_Leopard_Docks_Designs.php it has instructions on there ... still no way to get themes for leopard???
