How to keep additional keychains permanently unlocked?

If you add a new keychain (with Safari passwords from another Mac), is there any way of setting it as permanently unlocked? I disabled the auto-lock settings from that new keychain, and I unlocked it... but I reboot the Mac, and voila, it's locked again! Can I leave it permanently unlocked? How (BTW, my login and local items keychains are permanently unlocked, it's only the new keychain the one that locks back on reboot).
