Is it possible to keep UI items like the minimize or full screen icons in the top left corner permanently? Having to move the cursor to that region to get the UI to appear feels inefficient and wastes time.

It's the same with scrolling webpages. I have to get the cursor to the region where the scrolling bar would appear. How do I get that to appear permanently?
 
Assuming you're in full screen, no. Full screen is designed to let you focus on window content. If you want the window elements to always be visible, don't use full screen.
Thanks for the information. Pretty disappointing, but then again, I come from a Windows background. This isn't an issue with Windows.
 
To my knowledge, Windows doesn’t have a full screen feature. You’d probably rather zoom your window to fit the screen without actually going full screen. That’s easy, and it is called maximize (just like Windows).
