Here is a link to a tutorial I found on how to make free iPhone ringtones!
it works on both windows and mac. :D (click on the smiley for link)
 
follow my guide it will tell you everything, all you have to do is double click it and it will load into itunes then sync it over to your iphone
 
The song has to be .m4a, then you change the 'a' to an 'r' so iTunes recognises it as a ringtone (.m4r).
 
iringer.net is the BEST for those like me without GarageBand.

Just import a song, set your music (you have full control) and the program exports it automatically to your Ringtone section in iTunes in the correct format...voila! :D
