How to make new windows, installers visible on top?

Hello,
First, if this has been asked and answered a million times here, I apologize, I did look before posting.

Since installing Lion, whenever I open an installer, new window or DMG the windows open behind all the other open windows in the finder. I have to move the other windows out of the way to see and interact with the item.
I know this has to be a setting somewhere but I can't find it.

Any suggestions?
