i have iphone 4 hd , my friend have lg 3g video call oversea

how do i make a video call for her with my iphone 4
her phone is not iphone is LG but have video call 3g option

i know that skype 3.0 3g-wifi video call but only work for iphone to iphone,

Fring is available in the App Store. If your friend's LG runs on the Android OS, I think it's in the Market Place.

her phone have video call over 3g apply by phone company

so will frings allow i call her direct video call to her phone ?
she can't install any app such as skype/frings to her phone

If she can't install any apps then I don't think it's possible.

Eventually I believe video conference will be played uniform across the board regardless of which phone or carrier you use. I think in Japan is already like that.

Look into Tango. It's free in the App Store. I have used it ip4 to ip4. It works over wifi and 3G, any combination. It just works, even with the app not running. Missed call notification works too. They advertise Android but I'm not sure if it's in the Android market yet.

You think just because she can make 3G video calls she can just connect to any other thing that makes 3G video calls? Why not just try a PS3 controller on an Xbox 360? Or feed dog food to a llama? Or intelligent people food to you?

I don't think this will work though I haven't tried it. Looking at the Skype website, the implication is that this is Skype to Skype only. If she can't install Skype on her phone, then I don't think doing this will work.
