I am using a Windows keyboard to share between Windows and Mac mini.

I want to know if there is keyboard map so that I can use the similar shortcut to do a lot of action (like copy past) both in Windows and Mac?
 
You can use DoubleCommand to swap the Command and Control keys for example.
 
How can I do it? I am new at Mac.

Then I found there are some miss key input when I use a Windows wireless keyboard on Mac mini. You can find some keys are different, how can I modify this miss input?

If I use my keyboard directly for Mac OS X, there is no any problems.

But if I use it by VNC, I can't type "=" and "'" and "`", how can I do even use Double Command?
 
There is no way to determine the map symbols on the keyboard, which is quite logical, but at least the WI map is somewhat structured and I think that is a much better place for my purposes that the U. S. International survey .
 
More detail, If I typed "=" key, I got "+" on screen, then I typed "'" and got """, then typed "`" got "~".

How can I get the correct characters on screen by VNC?
