Hi, I have been using iPad OS Public Beta. Since the official one is available, how do I move from Public Beta version to the official version? Thanks
 
Remove the beta profile from you phone.

Thanks. After I hit remove, I went to software update in an attempt to get the official version. However, it reads "iPadOS 13.1 Your software is up to date." What shall I do?

You have to wait till tomorrow, if your current 13.1 is the same build as what gets released then your fine. If its a new build , you device will upgrade.

I was on iPadOS 13.1 public beta since its release. I wanted today to clear the profile to make the official update but it was already no longer present in my settings. My iPad tells me that I am currently on version 13.1. No reference to any build. Is this a normal situation?
 
I don't think this is a normal situation, but there's no need to worry.
  • iPad OS is new
  • there's never been an X.1 beta release before a X.0 general release before
I doubt (but do not know) that the later/last 13.1 beta/s were substantially different to the general release. I've deleted my iPad beta profile & will just let it check for auto updates periodically, I see no need to relentlessly keep checking / refreshing.
