Normally hitting the 'Tab' key does the job but here, say I wanted to go to restart or cancel by using the kb. Does anyone know that?;

Is System Preferences -> Keyboard -> [tab] Keyboard Shortcuts.

Near the bottom is 'All Controls' selected?
I didn't see "All Controls" at the bottom but if you meant "All applications" instead , yes it's been selected already.

Nope , this didn't work on my mac either. Is that jumping from/to the other options for you?
 
try using "S" fro sleep and R for restart :p
tried it as a fluke and it worked :p

Well yes that works for this specific window but that was just an example. That are much more windows opening this kind of window and I don't want to memorize all the shortcut keywords for each action :) Thank you though..

I was looking at #1 , then I saw there's exactly what you said at the very bottom :D

And what I figured out after selecting that "All controls" , I can move to another option with the "Tab" key but can select that with the "Space" key instead of "Enter".
