How To Open HEIC Pictures On Windows? - Or Convert On iPhone?

I have taken some pictures on my 7 Plus and they are in HEIC format, now my PC wont open them and so far I cannot seem to convert them either?

Anyone have any ideas on either how to convert them to .jpeg or .png or somehow open them on my PC or convert them on the iPhone and then open them on my PC?

Websites are also not recognizing the photos, either directly via the phone or via the PC.

I just tried sharing a photo and saved it into the Files app. Looks like when it shared it, it saved it as a JPEG.

Perhaps it shares it as a JPEG when the photo leaves the camera/photos ecosystem.
