I've been tasked at work to get this file to open locally on iPad through a web link sent via email, but I can't seem to get it to work!

I click on link and it says Safari cannot download this file.
I tried saving attachment in gmail but even though I see the file on iPad in gmail it won't show any option to actually save it locally.

Does anyone know how to get this to open locally on iPad???

You need an app like GoodReader. Or a web browser app that has file downloading function. Or maybe try this app called File Browser. In any case, you need an app for that, as iPad doesn't natively handle avi files.
 
Install "file:// for MobileSafari" on Cydia, but it has to be a format the iPad recognizes.

Another option would be "Attachment Saver" and then access it via iFile.
 
Do you have any app on your iPad that plays AVI files?

Not that I know of no and it is not jailbroken as this is a company iPad.

There has got to be a way to open the avi file from email to play in a avi player on iPad but I haven't figured that out yet!!! :(

There is, you need to have an app that plays avi media on your iPad.
