How to preorder with upgrade eligibility for Verizon

So my mom has an aging LG 2G phone and she was eligible for upgrade since last month. Will she able to preorder iPhone 4S from Apple's website at subsidized 2yr contract price? If not, how is she suppose to preorder for Verizon?
