previous windows on restart...somehow I have ticked a box unknown to me to reopen previously opened safari pages -I dont want that- once I close all of safari and reopen I want a fresh start with new blank top sites....clear?? thank you

The setting is in Safari Preferences, not System Preferences like you are showing in the screenshot. I can't remember exactly where but I know it's in there.
