How to put ringtone into Ringtone Playlist

I have ringtones (m4r) that I have used in the past and I cannot drag them into the Ringtones playlist on my iTunes. They won't land there.

The Instructions say:

1. Confirm that you have checked "Sync only checked songs and videos" on the Summary tab of your iTunes sync settings.

2. Confirm that you have checked "Sync Tones" on the Tones tab of your iTunes sync settings.

I cannot find any Summary tab because there is no iTunes Sync Settings to be found. I do have many ringtones that show up in my Tones list. But there is no Sync Tones to be found because there is no iTunes sync settings.

What should I do? Thanks for any help.
