Can somebody please explain how to read speedtests.net results
What does the ping, download, and upload mean.?

Are these good speeds? ImageUploadedByTapatalk 21367332081.280723.jpg

Those are good speeds.
The Download and Upload sections tell you how much data can be transferred in one second, but it is listed in bits, thus you have to divide by 8 to get to Bytes, thus you have 4 MB/s download and 1 MB/s upload speeds, which results in being able to download 14 GB in one hour and uploading 3.6 GB in one hour.
If file sizes do not mean anything to you, then 14 GB is the equivalent of 14 to 20 movies in proper SD quality or five to seven movies in good HD quality.
3.6 GB is roughly an entire discography of a band just having its twentieth anniversary outputting an album every 3 years. That discography is not compressed like MP3s or AACs are.

A ping is the time a signal needs to reach the server from your computer. 53 ms is a good ping too.

What App is used to make the Effects?
attachment.php
It is an image comprised of layers, most likely done in Photoshop or an equivalent like Pixelmator or Gimp (free).
