Data Rescue and File Salvage should be able to do that, but only if you have stopped all writing process to the HDD the Aperture library file was located on and got deleted from.
Are data Rescue and File Salvage free software?
I have paid for the full version of the software I mentioned and have used it to recover formatted photos from my memory cards.
